Your underwaters are slow... but not for the reason you think
Most swimmers get this completely backwards. They go rigid and try to muscle their dolphin kick with brute force. While power is an important component of the under water dolphin kick it is far from then end all be all.
It's actually more about reducing drag than creating propulsion. The key components to this are avoiding excessive knee and hip bend, as well as focusing on the upkick.
