The trail official missed the first foul entirely. The secondary cadence whistle came because the flail caught his eye, not the initial contact. And once they go to the monitor to review for a flagrant, the rules don't allow them to retroactively assign the earlier foul on Chet. So you're stuck.
Chip's read is that Chet's arm extended forward rather than directly above his shoulders, which can absolutely affect KAT's ability to shoot. That's a foul. But the flail was unnatural motion, not incidental contact off the ball, so the flagrant one on KAT was also the right call.
