If the Twins are Deadline sellers, could Griffin Jax become available?

If the Minnesota Twins become MLB Trade Deadline sellers, would their setup man with elite stuff, Griffin Jax, become available? The Philadelphia Phillies and Dave Dombrowski would CERTAINLY be interested, and likely would move big time prospect to acquire Jax.
